Decisions are constantly being made in Washington, D.C., that have far reaching effects on the welfare and future of H&R Block, our associates, franchisees, and shareholders.

The Government Relations team strives to build and maintain strategically important relationships with policymakers on both sides of the aisle to educate them about the risks and opportunities facing our company and clients. Our political action committee, BlockPAC, makes it possible for us to support those candidates who understand our issues.  

Federal election law prohibits corporations, like H&R Block, from making direct campaign contributions. BlockPAC—our political action committee—is a bipartisan fund, supported 100% by associates and franchisees, that allows us to pool resources to collectively support Block-strong candidates. All administrative costs are covered by the company—every cent contributed by BlockPAC members goes directly to candidates. 

BlockPAC is governed by a Board of Directors which is comprised of representatives from across H&R Block and franchise.

A political action committee (PAC) is an organization that enables eligible employees to combine their resources to support candidates for federal office or their leadership PACs. PACs are legal, transparent, and voluntary.

Federal election law prohibits corporations, like H&R Block, from making direct campaign contributions. BlockPAC is a bipartisan fund, supported solely by associates and franchisees, that allows us to pool resources to collectively support Block-strong candidates.

As we continue to transform, grow, and innovate, it is imperative that we educate policymakers about our products and services, and continue telling the story of H&R Block and our purpose of providing help and inspiring confidence in our clients and communities everywhere.

PACs are strictly regulated by the Federal Election Commission (FEC). In accordance with federal law, eligible employees are defined as executive and administrative personnel who are U.S. citizens or green card holders and paid by salary, rather than per hour. These individuals also must have policy making, managerial, professional or supervisory responsibilities.
Recommended giving levels are available by following the Join or Increase link at the top of the page. You can contribute more or less than the guidelines suggest and H&R Block will not favor or disadvantage you by reason for the amount of your contribution or your decision not to contribute. Ultimately, any contribution amount will help BlockPAC make a difference.

Every dollar you contribute to BlockPAC supports qualified federal candidates for elected office or their leadership PACs, regardless of their political party affiliation.

Candidates supported by BlockPAC are determined by a subcommittee of the BlockPAC Board of Directors, which includes representatives from across H&R Block. The Board reviews BlockPAC's strategic giving plan and contribution history three times per calendar year. 

Contributions to candidates are approved in real-time by the subcommittee. The subcommittee evaluates a candidate's: 

  • Position on public policy issues important to H&R Block
  • Committee assignments
  • Elected leadership position, or working relationship with leadership
  • Relationship within strategically important caucuses
  • Membership of, or relationship with, our "hometown" delegations of Kansas and Missouri
  • Conduct is consistent with company standards for an H&R Block associate

BlockPAC does not contribute to candidates for the Presidency and only supports incumbents.

Contributions are generally made in conjunction with a fundraising event with a qualified H&R Block associate attending as a representative. 

PAC contributions support many aspects of successful campaigning, including developing printed materials, purchasing advertising time and providing salaries for campaign staff. PAC support is typically a critical component of campaign budgets in an increasingly expensive campaign finance environment.

Leadership PACs are formed by candidates for federal office. They are separate from a candidate’s campaign committee in that their purpose is to make contributions to other candidates. Hence, they allow a candidate to be a leader.  
Federal law requires political action committees to report the name, mailing address, occupation, and name of employer for each individual whose contributions aggregate in excess of $200 in a calendar year. That information is also available on the Federal Election Commission’s website. The BlockPAC officers will have access to the amount each individual contributes to BlockPAC for administrative purposes only.
No. You have the right to refuse to contribute to BlockPAC without reprisal. All contributions to BlockPAC are completely voluntary, and no contribution to BlockPAC shall be solicited or secured by threat or coercion, job discrimination, financial reprisal, or as a condition of employment.
No. Contributions to this or any other PAC are not tax deductible. No political contribution is tax deductible nor are contributions to an individual candidate or political group.
If you currently contribute via payroll deduction and don’t want to change your current deduction amount, no further action is needed as payroll deductions are continuous from year to year. If you currently contribute via personal check or credit card and wish to continue your BlockPAC membership for the coming year, please submit a new pledge with your credit card information or check.
Yes, you may change or revoke your contribution amount at any time without reprisal. To change your amount simply submit a new pledge. To revoke your authorization, you can change your pledge amount to zero, or e-mail askblockpac@hrblock.com.
